Development of an Advanced Online Learning Program:
Request for Proposal

 1. Statement of Intent

This request is to ask for analysis on and approaches to an online education program in Canada for a Doctoral of Business Administration (DBA). According to Industry Canada, the country that first learns how to fully harness the potential of this new medium and transform this understanding into products will have a competitive advantage over other nations in its capacity to develop human capital. Online education in Canada is relatively behind that of the United States and other nations. It is time to develop the online educational programs in Canada which enables people to learn from and interact with business and public professionals enrolled at a doctoral level.

2. Program Analysis and Approaches

Since the 1970s, cable and satellite television have came into use as a delivery medium for online education courses. At the same time, the loads and responsibilities of adults have become of interest to experts and educators in distance learning. Individuals who are interested in learning at a distance have ongoing obligations such as employment, family responsibilities, or live in an isolated area. This online learning program analysis and development includes the following components.

Part I. Background of Online Education Relevant to the DBA Programs

  • Conceptions and definitions of the online (doctoral degree, hereafter) education
  • Historical development and characteristics of the online (degree) learning
  • Significance, impacts and trends of the online degree education
  • Part II. Comparison and analysis of the existing online DBA programs

  • Overview of the existing similar programs  
  • Administration and management models
  • Designs of courses for the DBA programs
  • Supervision, instruction and tuitions system
  • Part III. Approaches for an online DBA program established in Canada

  • Policies and authorities as well as the procedures of approaching Canada’s online program
  • International accreditation
  • 3. Relevance to the Project

  • Deliverables: A final project report of no less than 30 pages (each part about 10 pages) with info attachments with no more than 30 pages (all references/citations must be clearly sourced) and two interim reports based on the agreed research outlines;
  • Timelines: Project needs to be completed by about three months, which includes the interim reports on the project progress with weekly updates by email whenever necessary
  • Reimbursement is discussable  dependent to the quality of the project reports
