Dr. Arthur Cheung, Professor and Senior Teaching Fellow, joined City University of Hong Kong in October 1992. Previously he served in the Royal Hong Kong Police as an inspector, attached to Shek Kip Mei, PTU KE and Airport. He left the police for postgraduate study in the University of Warwick with focus on politics, public administration, and socialist China. His PhD thesis is about administrative litigation in the PRC. His research interests include public administration and administrative law in the PRC; Public administration and administrative law in Hong Kong; Political and social development in the PRC.
